2010 end of the DAISY news from mongolia

Nov.22, 2010

20 trainees who had arrived to the Rehabilitation Training Center of the Blind for the 6-months Massage Training Courses from the provinces, were being taught how to use BookSense devices.

Nov.22, 2010

10 persons were trained in morning and 10 persons - in evening hours. So, the morning courses on the use of DAISY books and BookSense devices were conducted between 11:30 to 12:30 and 4:30 to 5:30 respectively.

Nov.22-24, 2010

DAISY and BookSense classes were conducted earlier by request of 10 persons who had been trained at Massage Courses – from 11:30 instead of 4:30 because the streets fall in darkness quickly in winter.

Classes were conducted by this schedule from November 25 through December 7, 2010

Advantages

People were much active and though the devices descriptions were in English they did their best to learn quickly. They were especially grateful that the books were listened to as if reading the real books – from any page they wish to start.

Difficulties

These are very new devices and all the participants were to be introduced to the button schemes. Knowledge of numbers and teaching of some English was needed to help the readers to learn the instructions.

from december,8,through december,17,2010 When teaching how to use DAISY books and BookSense devices, the computer and English training was also conducted to 10 persons from 2:00 to 3:00, at the Rehabilitation Training Center of the Blind.

Advantages

When learning English and computers the readers were more enthusiastic in learning the new devices.

Dec 8 to Dec 17, 2010

Started were classes on the use of DAISY books and BookSense devices at the Special Sekondary School No 116 of visually impaired children.

7/ 30 Children of 8 and 9 grades were taken part in the classes. 8 children attended the classes at one time.

Advantages

Children were especially grateful as the history textbook and some fiction literature, included in the school program, had been recorded. The teachers were also glad to know that these books had appeared in a digital format as in last 20 years only printed forms were available.

Difficulties

The main problem is the lack of elementary English which should be further taken into account.

From 12:00 to 4:00 DAISY Expert Tsengel and librarian Oyunbayar addended classes organized by the Mongolian National Federation of the Blind on the management of event designated for the people with visadual disabilities.

In the framework of the project, the DAISY Talking Book Center in cooperation with the Mongolian National Federation of the Blind started a Volunters Program on reading the books in DAISY format. The announcement on selecting the volunter readers was made from Dec 13 to 18, 2010, on Internet and through the FM run by the MNFB.

13 persons have come to take part in the selection contest to become a volunteer reader. The exams were conducted from 11:00 to 5:00. They were to read and make 7 minute recording from 2 kinds of books.

At noon 10 persons were selected and they were instructed how to continue in reading DAISY books.

- The 2^nd volume of the Mongolian Classics and the historic epic “Jangar” were added to the 10 books and the total number of DAISY books has become 12.

- 12 books were copied to all 39 BookSense devices

- 1 BookSense is awaited for replacement (not yet received from the manufacturer)

10 BookSense devices are used at the the Rehabilitation Training Center of the Blind to provide training to 20 Massage Training Course persons on the use of BookSense devices and for teaching English and computer programs to 10 persons

To compile all the answers received, it is possible to note that the DAISY services were received with great enthusiasm, they brought a light to the minds and hope for the vivid improvement of the educational status to the visually impaired and blind persons.

People were glad to know that there exists a technology which makes it possible to listen to the book as if it is read – stopped and started from and at any place or page. The availability of the classics, history and other textbooks, massage manuals and advices on different subjects were welcomed by the readers as an important start up.

As regards the devices, many were impressed with the DAISY equipment because it is much different from just audio devices. They noted that thanks to the project the librarians got acquainted with the modern technology and they would try applying for the procurement to the province and other libraries.

Among the wishes on what to be done for the improvement of services, the suggestion was made to increase the number of voices that are listened at different books. More interesting would be if each book to be read by several readers simultaneously.

Манай номын сан нь Нийслэлийн Иргэдийн Төлөөлөгчдийн Хурлын Тэргүүлэгчдийн 2009 оны 93 дугаар тогтоолоор батлагдсан журмын дагуу номын санд түрээсээр байрлаж буй 12 байгууллагатай Нийслэлийн өмчийн харилцааны газар, Хотын төв номын сан нь гурвалсан гэрээг байгуулж Нийслэлийн өмчийн харилцааны газраар гэрээг баталгаажуулан гэрээний дагуу 14,076,000 төгрөгийг Нийслэллийн өмчийн харилцааны газрын дансанд төвлөрүүлэхээр тохиролцсон. Гэрээгээр түрээсийн байгууллагуудын талбайн түрээсийн 1м2-ын үнийг Нийслэлийн Иргэдийн Төлөөлөгчдийн Хурлын Тэргүүлэгчдийн тогтоолоор батлагдсан тарифт үнээс 2000 /Хоёр мянган/ төгрөгөөр илүүгээр тооцож байгуулсан. Номын сан нь 2010 онд батлагдсан төсвөөр бараа ажил үйлчилгээг санхүүжүүлэх эх үүсвэр болох өөрийн орлогын төлөвлөгөөг 40 сая төгрөгөөр нэмэгдүүлсэн бөгөөд батлагдсан нийт төсөвт зардалын 70.8% нь цалин тэтгэмж НДШ-д, 24% нь цахилгаан, дулаан, цэвэр бохир ус гэх мэт тогтмол зардалууд, үлдсэн 5.2% хувь нь бичиг хэрэг аж ахуйн зардал, шуудан холбоо, төлбөр хураамж бусад зардал эзэлж байна. Дээрхи нийт зардалын 17,2% буюу 75,148,000 төгрөгийг өөрийн үйл ажиллагааны орлогоос, 82.8% буюу 361,792,000 төгрөгийг төсвөөс санхүүжүүлэхээр төсөв батлагдсан тул өөрийн үйл ажиллагаанаас олсон орлого буцаад дээрх зардлуудыг санхүүжүүлэх эх үүсвэр болдог. Төсөв мөнгөний хүндрэлтэй байдлыг харгалзан үзэж Хотын төв номын санд байрлаж буй түрээсийн байгууллагуудын 1м2-ын талбайн түрээсийн мөнгийг Нийслэлийн Иргэдийн Төлөөлөгчдийн Хурлын Тэргүүлэгчдийн тогтоолоор батлагдсан тарифт үнээр тооцож өгнө үү.

CONSULAR DEPARTMENT OF THE U.S. EMBASSY

VISA APPLICATION

The Ulaanbaatar Public Library (UPL), setup in 1980, is one of the major cultural, information and educational organizations of the capital city.

The library has a staff of 80 people and through 4 branches and 3 sections it conducts diverse activities to meet the needs of city residents in information, provides different types of bibliographical services.

For the level of international standards being reached, UPL cooperates with a number of Mongolian foreign and international organizations while implementing projects aimed at turning the library into the point of open information source for all the city residents using advanced information technologies, improving the inquiry services, introducing innovative experiences of similar libraries in other countries and increasing the knowledge of the libraries.

As and evidence of the above-mentioned activities, since 1994 the library has been organizing in cooperation with the Public Relations Section of the US Embassy, varied cultural and information events for disseminating information about the USA and helps the visitors to improve their knowledge of English.

Since 2004 these activities have acquired a broader scale as the American Culture & Information Center was opened in the library and the Ulaanbaatar residents have got a nice opportunity to know more about America, and in a fuller scale.

The UPL personnel had a brilliant opportunity to visit US libraries and exchange experiences through the international Visitor Program, organized by the US State Department in 1995 and 2005. Thanks to these training trips, new services were introduces like the automation of the library services, moved into open stack service environment, and Center of DAISY Talking books for the persons with visual disabilities, free internet for readers and other progressive initiatives. The approval of our project “Establishment of DAISY Talking Books Center” by the Bill & Melinda Gates Foundation in April 2010 is also a vivid to the public libraries in the United States.

We are happy to inform that Mr. Begzsuren Jamsranjav, an IT manager of the library, has been chosen by U.S. Embassy’s Public Relations Section, for visiting the Maryland State Library for the Blind & Physically Handicapped and Enoch Pratt Free Library for 2 weeks (October 4 to 15, 2010).

Based on above, we would like to kindly ask you on providing visa to Mr. Begzsuren.

KOHA Mongolian version development status and next step

Re: Alice in Mongolian language

Dear J. Begzsuren,

Thank you for your response. It is very encouraging.

The actual exhibit will be in October 2015. But there is much to do prior to that hence the early start.

This project will lead to a book on the translations of Alice's Adventures in Wonderland. Writers for the book are being asked for their essays in April 2011. Once the essays are in, a group of scholars will then evaluate how Alice was translated into more than 90 languages. This task alone is estimated to take a year. The book itself will be published in 2014. The reason for the wide gap in time is that the editors will have to work in some 90 languages. It is a big undertaking.

I would like to purchase a copy of both editions of Alice in Mongolian, both the 1972 and the 2002.

The writer on the Mongolian Alice will evaluate both editions according to the instructions attached. Finding a Mongolian scholar to write is key to this.

НИЙСЛЭЛИЙН ХӨДӨЛМӨРИЙН ГАЗАР

Хамтран ажиллах санал хүргүүлэх тухай

Тус номын сан нь нийслэлийн хүн амыг ном, хэвлэл, мэдээллээр хангаж ажилладаг нийслэлийн соёл мэдээллийн төв байгууллага юм.

Манай номын сан 2010 онд “Шинэ Улаанбаатарын мэдээллийн төв” болох зорилт дэвшүүлэн ажиллаж байгаа бөгөөд энэ ажлын хүрээнд төрийн мэдээллийн эх үүсвэрээр иргэдэд үйлчлэх ажлыг нийслэлийн нутгийн захиргааны байгууллагуудтай хамтран зохион байгуулж байна.

Манай номын сангийн байнгын уншигч үйлчлүүлэгчдийн дийлэнх нь оюутан залуус байдаг бөгөөд тэднийг хөдөлмөр эрхлэлт, ажлын байрны талаар байнгын мэдээллээр хангах шаардлагатай байна.

Манай номын сан нь 5 дугаар сарын 20-нд “Ажлаа танилцуулах өдөр”-ийг зохион байгуулах гэж байгаа тул энэ өдөр дээрх ажлыг хамтран хийж эхлүүлэх саналтай байна.

Монгол банкин дахь Төв төрийн сангийн 3332400- /USD/ тоот дансаар Голландын Rabobank-наас манай номын санд хэрэгжих “Establishment of DAIZY Digital Talking Books Center” төслийн 29990 USD шилжиж ирсэн тул Хотын төв номын сангийн Нийслэлийн төрийн сан банкны 200015011 тоот дансанд Монгол банкны тухайн өдрийн ханшаар шилжүүлж өгнө үү.

ҮНДЭСНИЙ НОМЫН САНГИЙН ЗАХИРГААНД

Фондоос ном хасах тухай

Тус номын сан нь 1980 онд байгуулагдсан ба 1986 онд УБ хотын 15 гаруй нийтийн номын сангуудыг нэгтгэн төвлөрүүлж манай номын санд харьяалуулсан билээ.

Улс орон зах зээлийн эдийн засгийн тогтолцоонд шилжсэн шилжилтийн 1990-ээд оны үед тус номын сангийн салбар том, жижиг 10 орчим номын санг татан буулгаж фондын 300 мянга орчим номыг тус номын санд шилжүүлж, байруудыг хураан авсан юм.

Татан буугдсан номын сангуудын фондын ном хэвлэлийг төв номын санд шилжүүлэн авчирснаар фондын байр багтаамж, хадгалалт хамгаалалтын асуудалд үнэхээр их хүндрэл учирсан.

Бид дээрх фондоос уншигч хэрэглэгчдэд эрэлт хэрэгцээ ихтэй, ховор, цөөн хувьтай ном хэвлэлийг ялган авч уншлага үйлчилгээнд ашиглаж байгаа боловч тухай үеийн нийгмийн хэрэгцээ шаардлагад нийцүүлэн бүрдүүлж байсан учир утга агуулгаар хуучирсан, сэлбэн засах боломжгүй, хэрэгцээ хангахгүй ном товхимол их байна.

Сангийн сайд, БСШУ-ны сайдын 2006 оны 357/406 тоот тушаалын хэрэгжилтийг ханган 2008 оноос төв болон салбар номын сангуудын ном хэвлэлийг дахин үнэлэх, данс бүртгэлийг шинэчлэн хөтлөх өргөн цар хүрээтэй ажлыг хийж дуусган одоо тайлан тооцоог гаргаж байна.

Энэ явцад Соёлын сайд, Сангийн сайдын 1994 оны 83/97 тоот тушаалаар батлагдсан “Номын сангийн ном, хэвлэлийн бүтээгдэхүүнийг худалдах, солилцох, худалдан авах, данснаас хасах журам”-ыг үндэслэн татан буугдсан хүүхдийн болон бусад номын сангуудын утга агуулгаа алдсан, 10-аас дээш хувьтай, уншигчдын хэрэгцээ хангахгүй 26270 ширхэг 2,696,0 мян. төгрөгийн монгол, 54197ширхэг 2,074,2 мян. төгрөгийн орос болон гадаад, нийт 80467 ширхэг 4,770,8 мян.төгрөгийн ном товхимолын жагсаалт, тооллогын комиссын дүгнэлт, акт гаргасан.

Иймд дээрх ном хэвлэлийг манай номын сангийн данснаас хасаж, фондын эргэлт ашиглалт, хадгалалт хамгаалалтын асуудлыг сайжруулах зөвшөөрөл олгож манай ажилд гүн туслалцаа үзүүлнэ үү.
